The best way to achieve this effect is to use software specifically created for this purpose, such as Canopus' Imaginate and Ulead's CD and DVD PictureShow 3 Deluxe. Imaginate and Ulead are two of the best, with a truckload of prebuilt paths for panning and easy-to-use interfaces. Microsoft also offers the free Photo Story 3.
