I figured out what was going on here and the fix because I saw that on my phone there was no connection problem, but not in the web application. The fix is to delete the cookies for wordpress.com and then the connection works. There must be stale data there.
One of the strange things by the way about WordPress, is that they have a web presence for JetPack that is a pale ghost of the WordPress.com site, but on a mobile device, they say the WordPress application is deprecated for the JetPack application, so go figure.
Also when you log in again to WordPress.com, it says it will authenticated from an existing mobile device that is already logged in. That used to work, but doesn’t seem to now for me. Confusing!
