Google Apps makes this super hard mainly because:

  1. Google randomly changes their user interface, so you cannot find anything that is up to date
  2. Google has both Google Groups and Google Business Groups which are completely different do not work the same way. This is for the base Google Groups.

  3. Email aliases are actually handles as Google Groups, so to create an alias, you actually go to Google.com/apps and then choose Groups. Create a group. For people who want to get the forware, make them owners or members.

  4. Digging deep, go to Permissions/Posting Permissions and choose Post and select Public

  5. Then make sure that in General Information/Posting Options has Email checked.

  6. Then Permissions/Basic Permissions/Post and allow Public
